Its services cover resource assessment including wind measurements and modeling, wind farm design and master plans, writing and evaluating tenders, supervision of commissioning and operational monitoring including short-term predictions. 3E applies its expertise in the conception of innovative products and systems and facilitates market entry for new technologies and market players.

Analysis of the regulatory framework for offshore wind energy projects in 8 member states of the European Union. Recommendations for a common pro-active policy to reduce the regulatory risk for project developers, as well as for national and regional governments. Co-financed by the EC.


Wind energy master plan development for Hainaut province (Belgium) in order to maximise its wind energy resource use. Considered technical, human and environmental criteria. Resulted in the construction of a wind park and development of four others. Co-financed with Regional and EU structural funds.


Technical feasibility study, market analysis (including Public-Private Partnership) and assistance in tendering for a hybrid wind/(bio-)diesel energy project. The system supplies Sihanoukville Harbour in Cambodia with affordable and reliable renewable energy sources powering its economical development.


Research project to improve the accuracy of short and long-term predictions of the power generated by wind energy plants on Belgian territory, both onshore and offshore. Establish the essential elements for making good extrapolations from measuring stations to actual sites. Co-financed by the Federal Science Office in Belgium.


Making use of earth observation satellite data to manage wind farms. International market development project by 10 members representing satellite data service providers, market players and potential end customers. Program financed by the European Space Agency.


Short-term predictions for a portfolio of about 30 MW of an internationally active Access Responsible Party in order to increase the market value of the electricity. Forecasts based on an analytical model developed by 3E, reaching a mean absolute error below 10%.
